Send registration requests only to one moderator until some delay passes
How about sending requests only to one moderator (selected randomly or by having them take turns). Then if about 12 hours pass and the registration hasn’t been confirmed/rejected, send it to other moderators? This would help manage the number of requests a bit…

Moderators get an email with a pointer to the request queue instead of a pointer to the individual request. Requests are removed from the queue after handling.
